The three major powers
Ninety-six years after a treaty reset the calendar to zero, three powers hold most of the map, and Portofiro sits where two of them meet.
The Superbloc is the communist megastate of some seventy republics, and its intelligence service, the Opera, is who you work for. La Luz is a techno-fascist state rebuilt from a colonial empire, of which Portofiro was part; officially its culture is under a blockade, in practice the city runs the bootlegging industry that spreads it. EMTERR is a bank without territory, holding an empire of debt through stabilisation loans.
The figure worth keeping is the debt: Portofiro took its first stabilisation programme about forty years ago and has accepted fifteen more since. That is the arithmetic the city's politics rest on, and it is stated here rather than anywhere in the game's own menus.
